Hi guys,
I only wanted to share my findings about how to play windowed GGPO/GGPOFBA in Win7 without frameskip/vsync problems.
After a lot of research I've found a useful directdraw wrapper that make this possible, following you can read the easy tutorial to get it working:
1) download ddwrapper.zip from http://bitpatch.com/ddwrapper.html
2) extract the content of the zip file inside the same folder where ggpofba.exe is stored
3) edit aqrit.cfg, in particular you have to modify the following 2 lines:
BltNoTearing=1
ForceBltNoTearing=1
4) run ggpofba.exe and select a directdraw blitter (Basic or SoftFX)
I can't be 100% sure that this doesn't introduce any input lag, please try it and decide by yourselves.
I'm not the author of the wrapper, please don't blame me/anyone if this doesn't work for you/you already knew this/you knew other methods/whatever reason.

Edit: I forgot to add that my tests were done with desktop composition disabled, probably a must to get this working
